Safeguarding students against substance abuse

Is it solely the duty of the safeguarding Lead or SLT to provide the training and referral routes to external agencies that can support young people with additional needs?

Is there something each educator can do to support the school and students with additional needs?

We are all aware that schools have their policies and procedures on how to identify and support vulnerable students. But during the day to day juggle of planning, marking, calling parents or trying to recover from a nice but unfortunate try at a scene from the film Dangerous Minds; how can you effectively safeguard your students from substance abuse?
